They were distributed to the game they are not normally obtainable in, with Reshiram being distributed to White and Zekrombeing distributed to Black.

Zekrom (Japanese: ゼクロム Zekrom) is a dual-type Dragon/Electric Legendary Pokémon.
It is not known to evolve into or from any other Pokémon.
Zekrom is the version mascot of Pokémon White, appearing on the boxart.
Along with Reshiram and Kyurem, it is a member of the Tao trio, which exists in the legends of the Unova Region.
Kyurem will become Black Kyurem upon using the DNA Splicers to fuse with Zekrom.
Reshiram (Japanese: レシラム Reshiram) is a dual-type Dragon/Fire Legendary Pokémon.
It is not known to evolve into or from any other Pokémon.
